Janak Kumari Chaudhary was born in Dhangadi Metropolitan City to ex-Kamaiya parents among five sisters and one brother. Her ancestral home was Dang. Her parents had tried to educate all of their children from a very early age. After school, she started to work under Nepal Pairawi Sangh to teach young women about women's rights. Due to this, a number of other organizations started to call her to teach women various things. Around this time, she became aware of a local organization named Tharu Kalyankari Sanstha. Although she wanted to become a chairperson of the organization, she was only able to become a treasurer due to her lack of social capital in the area.
She identified a number of issues about the Tharu community but lamented that politicians cite a lack of a majority in the implementation of the policy. For example, she talked about how the 27% quota in institutions doesn't necessarily cover Tharu people, how Tharus, women and Tharu women received little representation in elections outside the quotas and how public schools take money from Tharustudents despite national policies dictating otherwise.
